JOINT RESOLUTIONS
Approved April 11, 1978.
No. 3
(House Joint Resolution 13)
A House Joint Resolution concerning
Trapping Advisory Commission
FOR the purpose of requesting the Maryland Wildlife
Administration to continue the Trapping Advisory
Commission for two additional years.
The General Assembly in 1975 by Senate Joint Resolution
46 requested the Maryland Wildlife Commission to evaluate
and review new methods of trapping devices.
The Joint Resolution directed that the membership of
the Trapping Advisory Commission have representatives of the
fur and trapping industry, humane organizations in the
State, and the Wildlife Administration. They were directed
to meet and discuss all aspects of trapping and trapping
devices.
This special commission has met on a regular basis
since its creation. During the interim period of 1977, the
Commission met regularly with a subcommittee of the House
Environmental Matters Committee. As a result of these
meetings, bills are being presented to the General Assembly
for the 1978 Session.
Among the bills being presented, one bill will provide
for licensing of trappers, and, by 1980, will require that
licensees demonstrate competence in trapping before being
licensed. This will require establishment of a training
course for prospective trappers.
The Trapping Advisory Commission would provide
invaluable assistance in the planning and establishment of
the proposed training course; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Maryland Wildlife Administration be requested to continue
the existence of the Trapping Advisory Commission for an
additional two years, or until the proposed training course
for trappers is in existence; and be it further
RESOLVED, That copies of this Resolution be sent to
Bernard F. Halla, Director of the Wildlife Administration at
the Department of Natural Resources in Annapolis, with a
request that he distribute copies to the members of the
