REQUIREMENT ARE REPEALED TO THE EXTENT OF THE INCONSISTENCY.

(6)    FOR EXCEPT AS PROVIDED IN PARAGRAPH (2) OF
THIS SUBSECTION (B), FOR AREAS WHERE ATTAINMENT OF AMBIENT
AIR QUALITY STANDARDS HAS BEEN ACHIEVED THE ESTABLISHING OF
STATE EMISSION STANDARDS SHALL BE BASED ON THE GOAL OF
ACHIEVING EMISSION LEVELS WHICH ARE NO MORE RESTRICTIVE THAN
REQUIRED TO ATTAIN AND MAINTAIN THE AMBIENT AIR QUALITY
STANDARDS REVISED PURSUANT TO PARAGRAPH (3) OF THIS

SUBSECTION (B), EXCEPT WHERE NEW SOURCE PERFORMANCE

STANDARDS OR, NATIONAL PREVENTION OF SIGNIFICANT

DETERIORATION STATUTES REQUIREMENTS, OR NATIONAL EMISSION
STANDARDS FOR HAZARDOUS AIR POLLUTANTS , OR ANY OTHER
REQUIREMENTS OF THE FEDERAL CLEAN AIR ACT ARE APPLICABLE.

(7)    FOR THOSE EMISSIONS FOR WHICH NO AMBIENT
AIR QUALITY STANDARDS HAVE BEEN ADOPTED PURSUANT TO

PARAGRAPH (3) OF THIS SUBSECTION (B), SUCH AS VISIBLE

EMISSIONS AND ODORS, THE SECRETARY MAY ESTABLISH EMISSION
STANDARDS AND REQUIREMENTS FOR ABATEMENT OF AIR POLLUTION
FOR THE VARIOUS CLASSES OF SOURCES.

(8)    ALL EMISSION REGULATIONS PREVIOUSLY
PROMULGATED WHICH ARE INCONSISTENT WITH THESE REQUIREMENTS
PARAGRAPH (6) OF THIS SUBSECTION (B) SHALL BE REPEALED TO
THE EXTENT OF THE INCONSISTENCY NOT LATER THAN JULY 1, 1979.

(9) ALL SAVINGS IN FUEL COSTS WHICH ARE

REALIZED BY MARYLAND PUBLIC SERVICE COMPANIES DUE TO REVISED
AMBIENT AIR QUALITY STANDARDS AND REVISED AIR EMISSION

STANDARDS SHALL BE APPLIED IN TOTO TO REDUCE UTILITY BILLS

RENDERED TO CONSUMERS IN ACCORDANCE WITH ARTICLE 78, §54D.

THE MECHANISM EMPLOYED FOR THIS PURPOSE SHALL BE THE FUEL

RATE ADJUSTMENT CLAUSE IN TARIFFS FILED BY EACH UTILITY

COMPANY WITH THE PUBLIC SERVICE COMMISSION.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1978.
