(C) PUBLIC AND PRIVATE AGENCIES AND INSTITUTIONS

WHICH PROVIDE FOR OR ARRANGE FOSTER CARE OF CHILDREN UNDER

THE JURISDICTION OF THE DEPARTMENT OF SOCIAL SERVICES SHALL

COOPERATE WITH THE STATE BOARD AND LOCAL BOARDS BY

FURNISHING RECORDS AS NECESSARY FOR THE PROPER FUNCTIONING

OF THE BOARDS.

(D) THE STATE BOARD SHALL PROMULGATE POLICIES AND

PROCEDURES TO PROVIDE FOR REPORTS AND OTHER INFORMATION

REQUIRED FOR STATE, COUNTY AND PRIVATE AGENCIES AND

INSTITUTIONS.

THIS ACT MAY NOT BE CONSTRUED TO RESTRICT OR ALTER THE

AUTHORITY OF ANY AGENCIES OR INSTITUTIONS THAT DEAL WITH

FOSTER CARE, ADOPTIONS AND RELATED MATTERS.

AS USED IN THIS SUBTITLE:

(1)    "CHILD" MEANS ANY PERSON UNDER THE AGE OF 18
YEARS.

(2)    "FOSTER CARE" MEANS A SERVICE WHICH PROVIDES CARE
AND SUPPORTIVE SERVICE IN A FAMILY HOME OR GROUP FACILITY
FOR A CHILD WHO CANNOT BE CARED FOR BY HIS OWN FAMILY FOR AS
LONG A PERIOD AS HE NEEDS SUBSTITUTE CARE.

112.

(A) THE MARYLAND CITIZEN BOARD FOR REVIEW OF FOSTER
CARE FOR CHILDREN IS CREATED,

(B) THE MARYLAND CITIZEN BOARD FOR REVIEW OF FOSTER
CARE FOR CHILDREN, HEREINAFTER REFERRED TO AS THE STATE
BOARD, SHALL BE COMPOSED OF NINE MEMBERS. ONE MEMBER FOR
EACH JUDICIAL CIRCUIT SHALL BE CHOSEN BY AND FROM THE LOCAL
BOARDS WHICH COMPOSE THAT CIRCUIT. ONE MEMBER SHALL BE
APPOINTED BY THE GOVERNOR FROM HIS STAFF. EACH BOARD MEMBER

SHALL SERVE A TERM OF 4 YEARS AND UNTIL HIS SUCCESSOR IS

APPOINTED AND QUALIFIED. THE TERMS OF MEMBERS OF LOCAL

BOARDS SERVING ON THE STATE BOARD SHALL BE COTERMINOUS WITH
THEIR TERMS AS MEMBERS OF THE LOCAL BOARDS. THE STATE BOARD
SHALL CHOOSE FROM AMONG ITS NUMBER A CHAIRMAN BY MAJORITY

VOTE WHO SHALL HOLD THE OFFICE FOR TWO YEARS AND UNTIL HIS

SUCCESSOR IS CHOSEN. THE CHAIRMAN MAY SUCCEED HIMSELF. THE

MEMBERS SHALL SERVE WITHOUT COMPENSATION, BUT SHALL BE

REIMBURSED IN ACCORDANCE WITH STANDARD TRAVEL REGULATIONS

FOR EXPENSES INCURRED IN CARRYING OUT THEIR RESPONSIBILITIES
AS MEMBERS OF THE BOARD.

ll3.

(A)        THE LOCAL BOARDS FOR REVIEW OF CASES OF CHILDREN

WHO RECEIVE FOSTER CARE ARE CREATED.

(B) THERE SHALL BE AT LEAST ONE LOCAL BOARD IN EACH

COUNTY AND BALTIMORE CITY COMPOSED OF FIVE MEMBERS AND TWO
