RECORDING, FILING, OR SPECIAL FEES ENUMERATED IN SECTION

1-203 OF THIS ARTICLE.

SECTION 2. AND BE IT FURTHER ENACTED, That for the
fiscal year 1978-1979 only, and only from the funds provided
by the increase in fees for the recording or filing of
various documents, the issuance of certain certificates, and
the acceptance of service of process provided in House Bill
149 of 1978 this Act, and from no other funds; and subject
to the provisions of law relating to budgetary procedure to
the extent applicable, the amount specified below, or so
much thereof as is sufficent to accomplish the purpose
designated, is hereby appropriated and authorized to be
disbursed from so much of the moneys as are received by the
State from the increase of fees for the recording or filing
of various documents, the issuance of certain certificates,
and the acceptance of service of process,

32.02.01.03 Community and

residential services

32.02.01.01 General Administration

For the purpose of providing

funding assistance to

runaway youth hones for CINS

through a program within the

Youth - Services Bureau---

programs of the Department

of Juvenile Services.

General Fund Appropriation............ $60,000

SECTION 3. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1978.

AN ACT concerning

Budget - Procedures and Powers

FOR the purpose of expressly authorizing the General
Assembly to enact laws (other than appropriation bills)
which mandate the Governor, in the preparation of the
annual budget, to provide for the funding of specified
programs at specified levels; relating generally to
the procedures and powers of the Governor and the
General Assembly in the budgetary process; and
submitting this amendment to the qualified voters of
the State of Maryland for their adoption or rejection.
