constructs such project, such contribution to be paid in
cash before construction begins or secured to the
satisfaction of the commission; and said commission may
construct any part of any approved drainage project,
provided the person or company interested contributes not
less than one-half of the cost thereof. [After June 30,
1968 in Montgomery County, except for that portion of the
City of Takoma Park now situated in Montgomery County, the
said county may construct any part of any approved drainage
project, provided the person or company interested
contributes such share of the cost thereof as is deemed
proper by said county. In Montgomery County the director of
the department of public works shall include in his annual
submission to the county executive of his estimates of
capital projects to be undertaken, a request for an
appropriation to provide sufficient funds for anticipated
contribution drainage projects.]
IN MONTGOMERY COUNTY (EXCEPT FOR THAT PORTION OF THE
CITY OF TAKOMA PARK SITUATED IN MONTGOMERY COUNTY) AND IN
THE CITY OF BOWIE (WITH RESPECT TO THOSE PORTIONS OF THE
CITY WHICH HAD BEEN UNDER THE JURISDICTION OF THE WASHINGTON
SUBURBAN SANITARY COMMISSION PRIOR TO JULY 1, 1978 FOR
PURPOSES OF STORM AND SURFACE WATER DRAINAGE CONTROL), THE
RESPECTIVE GOVERNING BODY MAY CONSTRUCT ANY PART OF ANY
APPROVED DRAINAGE PROJECT IF THE PERSON OR COMPANY
INTERESTED CONTRIBUTES A SHARE OF THE COST OF THE PROJECT
CONSIDERED APPROPRIATE BY THE GOVERNING BODY, IN MONTGOMERY
COUNTY AND THE CITY OF BOWIE, THE DIRECTORS OF THE
DEPARTMENT OF PUBLIC WORKS SHALL INCLUDE IN THEIR ANNUAL
SUBMISSION OF ESTIMATES OF CAPITAL PROJECTS TO THE COUNTY
EXECUTIVE OR THE MAYOR, AS THE CASE MAY BE, A REQUEST FOR AN
APPROPRIATION OF SUFFICIENT FUNDS FOR ANTICIPATED
CONTRIBUTION TO DRAINAGE PROJECTS.
5-11. (86-2-11 and 3-11)
(a) For the purpose of regulating the control and
disposition of surface waters within that part of Prince
George's County, EXCEPT FOR THE CITY OF BOWIE, which is
within the Washington Suburban Sanitary District so as to
make available, so far as possible, to the residents and
property owners of said areas an efficient, operating
regional service with adequate facilities, for the purpose
of the development of the aforesaid part of Prince George's
County and of promoting the safety of life and property
through control and disposition of storm and surface waters,
and for the purpose of securing a more effective execution
of the policy, additional authority is granted with respect
to the control and disposition of storm and surface water to
the Washington Suburban Sanitary Commission.
(b) Except as hereinafter specified, no storm or
surface water drainage system, or part thereof, and no
connection with an existing system or part thereof, shall be
constructed or installed by any person, firm or corporation
in the Washington Suburban Sanitary District portion of
Prince George's County, EXCEPT FOR THE CITY OF BOWIE, and
