facility or ambulatory care facility which has a
certification of need from the State Comprehensive Health
Planning Agency.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act is
hereby declared to be an emergency measure and necessary for
the immediate preservation of the public health and safety
and having been passed by a yea and nay vote supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

AN ACT concerning

Public Works - Buy American Steel

FOR the purpose of requiring the purchase for public use of
steel manufactured in the United States unless the

purchase is in conflict with federal authority or

certain authorities determine that the cost is
unreasonable, tie purchase is inconsistent with public
interest, or an insufficient quantity is available;
generally relating to the use of steel manufactured in
the United States on public works; providing for the

recovery of certain payments; and providing

definitions.

Article 78A - Public Works

Section 68 through 72, inclusive, to be under the new

subtitle "Steel Procurement for Public Works"
Annotated Code of Maryland
(1975 Replacement Volume and 1977 Supplement)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:
