PROCEDURES AND BONDING REQUIREMENTS IN ORDER TO ELIMINATE
ANY PROVISIONS WHICH MAY RESULT IN THE IMPOSITION OF AN
UNFAIR OR DISCRIMINATORY BURDEN ON MINORITY BUSINESS FIRMS.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1978.

AN ACT concerning
Baltimore County - Industrial Development Authority Bonds
FOR the purpose of including in the definition of industrial
building or buildings for the purpose of permitting
municipalities and counties to issue revenue bonds for
the financing of these industrial buildings certain
personal and real property and improvements used for
practice facilities by professional or amateur athletic
or sports teams or organizations in Baltimore County;
providing that these athletic or sports teams or
organizations are industrial concerns for certain
purposes; and making this Act an emergency measure.

Preamble
WHEREAS, Legislative findings are made that the
establishment, use, and/or operation of any practice
facilities by any professional and/or amateur athletic or
sports team or organization in Baltimore County, as more
particularly and extensively described in the body of this
Act, will benefit the people of Baltimore County and of the
State of Maryland, by;
(1) Assisting and promoting in the relief of
conditions of unemployment existing in many areas of the
County and the State;
(2) Assisting and promoting in the development of new
commercial, industrial and manufacturing plants which are
