Section 5-9

Article 21 - Public Local Laws of Maryland

(1977 Edition, as amended)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Code of Public Local Laws
of Maryland be repealed, amended, or enacted to read as
follows:

Article 21 - Talbot County

[5-9.

The County Council of Talbot County may, and it is
hereby empowered to, authorize the appropriate county agency
to cut and trim weeds and other growth on private property
if that action is necessary in order to preserve the
environment. The Council shall be entitled to charge a fee
for this action.]

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1978.

CHAPTER 884

(House Bill 605)

AN ACT concerning

Administrative Procedure Act

FOR the purpose of generally revising the Administrative
Procedure Act; removing a certain exemptions exemption;

adding additional agencies which are subject to the Act

providing that bicounty commissions appointed by local
governing bodies who review the commissions' budget are

not subject to the budgetary limitations of the Act

applying to the adoption or amendment of any rule or

regulation; providing that bicounty commissions

appointed by local governing bodies are exempt from

submitting rules and regulations to the Attorney

General of Maryland and from complying with the State

Documents Law; defining certain terms with exceptions;

placing certain requirements on an agency upon the
filing of a petition to change a rule, regulation, or
standard and placing a time limit on responding to the
petition; requiring allowing the issuance of a
declaratory ruling under certain circumstances with
certain requirements; providing certain procedures and
other requirements must be met when a license is
involved; providing for notice in contested cases with
