(v) "Governmental entity" means this State [, its
instrumentalities], its political subdivisions, AND
instrumentalities OF THE STATE, of one or more subdivisions
[or], OF one or more states, AND OF ONE OR MORE STATES AND
SUBDIVISIONS.

(x) "Crew leader" means an individual who:

(1)    Furnishes individuals to perform
agricultural labor for another person: ;

(2)   On his own behalf or on behalf of the other
person, pays those individuals for their agricultural labor;
and

    (3) Does not have a written agreement with the

other person that designates the [individuals] FORMER

INDIVIDUAL as [employees] AN EMPLOYEE of the LATTER person.

(3) HAS NOT ENTERED INTO A WRITTEN AGREEMENT
WITH SUCH OTHER PERSON UNDER WHICH SUCH INDIVIDUALS ARE
DESIGNATED AS EMPLOYEES OF SUCH OTHER PERSON.

21.

(a) As used in this section, unless the context
clearly requires otherwise.

(10) "Exhaustee" means an individual who, with
respect to any week of unemployment in his eligibility
period:

(i) Has received, prior to that week, all
of the regular benefits that were available to him under
this act or any other State law (including dependents'
allowances and benefits payable to federal civilian
employees and ex—servicemen under 5 U.S.C. chapter 85) in
his current benefit year which includes that week;

Provided, that, for the purposes of this subparagraph,
an individual shall be deemed to have received all of the
regular benefits that were available to him although as a
result of a pending appeal with respect to wages that were
not considered in the original monetary determination in his
benefit year, he may subsequently be determined to be
entitled to added regular benefits; or

(ii) His benefit year having expired prior
to that week, has no, or insufficient, wages on the basis of
which he could establish a new benefit year that would
include that week; and

(iii) Has no right to unemployment benefits
or allowances, as the case may be, under the Railroad
Unemployment Insurance Act [, the Trade Expansion Act of
1962, the Automotive Products Trade Act of 1965 and] OR
UNDER such other federal laws as are specified in
regulations issued by the United States Secretary of Labor;
