AN ACT concerning
Warrants - Comptroller - Claimants Indebted to State
FOR the purpose of prohibiting the issuance of a warrant of
payment to a claimant indebted in any manner whatsoever
for a certain amount to the State or any agency or
other governmental agency under its control; and
providing for a waiver of these provisions.
BY repealing and reenacting, with amendments,
Article 19 - Comptroller
Section 19
Annotated Code of Maryland

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:
Article 19 - Comptroller
19.
Upon demand being made upon the Comptroller by any
person or corporate body having a claim against the State
due to him or it in his or its own right, if [such] THAT
person or corporation is indebted IN ANY MANNER WHATSOEVER
IN AN AMOUNT OF $50 OR MORE to the State OR ANY AGENCY OR
OTHER GOVERNMENTAL ENTITY UNDER ITS CONTROL, [as shown by
the books of the Treasurer, or in any manner ascertained, to
an amount less than the sum so due and claimed, the
Comptroller shall deduct the sum so due to the State from
the amount demanded, and give a warrant on the Treasurer for
the difference only; and if the amount due to the State
shall he equal to, or exceed the sum so demanded, the said]
THE Comptroller [shall refuse to] MAY NOT issue [any] A
warrant to the claimant; PROVIDED THAT THE COMPTROLLER, FOR
GOOD CAUSE SHOWN, MAY OBTAIN A WAIVER OF THESE PROVISIONS
FROM THE BOARD OF PUBLIC WORKS.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1978 1979.
