the size of the loan, and the number of new jobs created by

the project. Any finding or determination by the Authority

or the mortgagor in regard to the implementation of this
subtitle shall be conclusive. The financing, construction
operation, and administration of an industrial project under
this subtitle shall be subject to the provisions concerning
discrimination and unlawful practices in Article 49B of this
Code, title "Human Relations Commission."

266DD.

(A) THIS SECTION APPLIES ONLY TO ANY INDUSTRIAL

PROJECT WHICH:

          (1) FALLS UNDER §266-O(3) (VIII);

(2) HAS A VALUE OVER $10,000; AND

(3) SECURES A MORTGAGE LOAN, THE PAYMENT OF

WHICH IS INSURED UNDER THIS SUBTITLE.

(B) ANY CONSTRUCTION CONTRACT FOR AN INDUSTRIAL

PROJECT SHALL:

(1) BE AWARDED ONLY AS A RESULT OF A

COMPETITIVE BIDDING PROCESS IN WHICH THERE ARE AT LEAST

THREE BIDS SUBMITTED;

(3) BE AWARDED ONLY TO A CONTRACTOR IN WHICH A

RACE TRACK HAS NO INTEREST WHATEVER.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1978.

AN ACT concerning

Racing Commission - Distribution of Mutuel Pool for
Harness Races

FOR the purpose of altering the distribution of the mutuel
pool on certain races conducted in Maryland under the
authority of the Maryland Racing Commission; altering
the number of racing days the Commission may award
certain licensees; providing that the additional racing
