thereon; provided, that [said citizens' committee] THE
COUNCIL, subject to the approval of the county council and
after due publication thereof, shall have power to assess
the cost of [said] grading, paving, macadamizing or
improving against the property abutting on [said] THE
street, road, lane, or sidewalk, in proportion to the
frontage of [said] THE abutting property on the same. [Said
citizens' committee] THE COUNCIL, subject to the approval of
[said] THE county council , is also further empowered, and
after due public notice [thereof], to acquire by purchase,
condemnation or otherwise, according to law, property for
sewage disposal purposes of [said] Martin's Additions [1, 2,
3 and 4 to the Village of Chevy Chase] and to assess the
cost of [such] THE property [as] it may so acquire for
sewage disposal purposes, and the cost of construction of
sewers and sewerage system, but not the maintenance thereof,
against the real estate using the same, or benefiting
thereby, in proportion to the frontage of [said] THE real
estate abutting on a street or streets, road or roads, lane
or lanes, containing the [said] sewerage system or any part
thereof. All property acquired by [said citizens'
committee] THE COUNCIL under this section shall be held for
the benefit of the citizens of [said] Martin's Additions [1,
2, 3 and 4 to the Village of Chevy Chase].
(b) Any tax so assessed as above provided in this
section shall be payable to the county [treasurer] DIRECTOR
OF FINANCE in not more than six annual installments, as
nearly equal as may be, the first installment [thereof] to
become due and payable the first day of July next succeeding
the making of [such] THE special assessment as herein
elsewhere provided and to be collected as county taxes in
[said] THE county are collected and shall be subject to
interest from [said] THE first of July until paid at the
rate [of six per cent per annum] PRESCRIBED IN SECTION 48 OF
ARTICLE 81 OF THE ANNOTATED CODE. Each annual installment
shall become a lien against [said] THE abutting property and
any such installment not paid by the first day of January
following its becoming due shall be subject to the same
penalties and shall be collected in the same manner as
provided for the collection of unpaid county taxes in [said]
THE county. All taxes assessed as provided in this section
shall be paid over by the [treasurer] DIRECTOR OF FINANCE
of [said] THE county to the treasurer of [said] Martin's
Additions [1, 2, 3 and 4 to the Village of Chevy Chase], who
shall devote [such] THE funds to the exclusive purpose of
paying for the special improvements herein provided for or
any indebtedness which say be incurred therefor.
(c) The [said citizens' committee] COUNCIL of [said]
Martin's Additions [1, 2, 3 and 4 to the Village of Chevy
Chase] shall have the power to pave, grade, macadamize, or
otherwise improve [said] AND MAINTAIN THE streets, roads,
lanes or sidewalks, within [said] Martin's Additions [1, 2,
3 and 4 to the Village of Chevy Chase], or have such
sewerage constructed as the case may be; provided, that
before any contract for work shall be entered into, or any
obligation with respect thereto incurred, notice shall be
