to and approved by the [county manager] COUNTY EXECUTIVE OR
HIS DESIGNEE and the county attorney, in a penal sum to be
fixed by them, conditioned upon the faithful discharge of
the duties of the [said] treasurer, the [said] county
[council] GOVERNMENT shall also order and have paid over to
[said] THE treasurer the proportion of the county road tax
to be levied and collected in the same manner as though
[said] Martin's Additions [1, 2, 3 and 4 of the Village of
Chevy Chase] was an incorporated town[, and said part of
said Village of Chevy Chase]. IT shall for that purpose be
considered by [said] THE county [council] GOVERNMENT as an
incorporated town of [said] THE county, and [said] THE
proportion of the county road tax received by the treasurer
of [said] Martin's Additions [1, 2, 3 and 4 to the Village
of Chevy Chase] shall be used by [said citizens' committee]
THE COUNCIL exclusively for the maintaining and repairing of
the county roads upon which [said] Martin's Additions [1, 2,
3 and 4 to the Village of Chevy Chase] abut, and the streets
and lanes within [said] Martin's Additions [1, 2, 3 and 4 to
the Village of Chevy Chase] that may have been dedicated to
the public or to Montgomery County and whether accepted by
[said] THE county or not; all other funds to be used by the
[citizens' committee] COUNCIL directly or through [said
committee] THE COUNCIL exclusively for maintaining,
repairing and lighting the streets, roads, including those
upon which [said] Martin's Additions [1, 2, 3 and 4 to the
Village of Chevy Chase] abuts, alleys, sidewalks, parking,
drainage, sewerage, sanitation and other village maintenance
and upkeep of the existing improvements, COMPENSATING
APPOINTEES, EMPLOYEES AND COUNCIL MEMBERS, OBTAINING
clerical and other public services, including the removal of
SNOW AND ICE, ashes, garbage, and other refuse, and
disposal thereof; for the employment of a building inspector
to enforce the requirements of all deeds of conveyance for
properties situated in [said] Martin's Additions [1, 2, 3
and 4 to the Village of Chevy Chase], for enforcing such
building, sanitary and other regulations as [said citizens'
committee,] THE COUNCIL, subject to the approval of the
county council, may prescribe for [said] Martin's Additions
[1, 2, 3 and 4 to the Village of Chevy Chase] or for any
part of said section thereof, AND FOR CARRYING OUT ANY
OTHER POWER PERMITTED BY THIS CHAPTER.
67-3.
(a) The [said citizens' committee] COUNCIL of
Martin's Additions [1, 2, 3 and 4 to the Village of Chevy
Chase] shall be constituted as follows: [Guy W. A. Camp,
Arthur M. Stimson, George W. Stone, P. W. Minick and Albert
M. Jackson, who shall serve until the qualification of the
committeemen to be elected in April, 1917, as herein
provided, and vacancies therein shall be filled by the
remaining committeemen as hereinafter provided; the first
named shall, until otherwise directed by said committee, be
and constitute the chairman thereof, each of whom] EACH DULY
ELECTED COUNCIL MEMBER shall qualify as [such committeemen]
A COUNCIL MEMBER by taking an oath before any officer in
[said] Montgomery County, authorized by law to administer
