hereby declared to be an emergency measure and necessary for
the immediate preservation of the public health and safety
and having been passed by a yea and nay vote supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

AN ACT concerning

Surface Mining Act

FOR the purpose of increasing the amount of minerals which
may qualify for a Departmental waiver; clarifying
bonding requirements; providing for irrevocable letters
of credit as a means of financial security for the
faithful performance of surface mining and reclamation;
and revision of map requirements for final completion
and reclamation reports.

BY repealing and reenacting, with amendments,

Section 7-6Al9(b), 7-6A20(b) and (d) and 7-6A27(b)(7)

Annotated Code of Maryland

(1974 Volume and 1977 Supplement)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:

Article — Natural Resources

7-6A19.

(b) The operator shall furnish with the mining and
reclamation plan, in a reasonable manner satifactory to the
Department, an accurately surveyed topographic may map, in
duplicate, on a scale of not smaller than one inch equals
200 feet and with a contour interval of spacing appropriate
