board of county commissioners shall have full power to
remove any member of the board for incompetency or improper
conduct by satisfactory evidence being presented to it or
them of such condition. One of the members appointed shall
serve a term of one year, [one] TWO of the members appointed
shall serve [a term] TEEMS of [two] 2 years, and [the third
member] TWO OF THE MEMBERS appointed shall serve [a term]
TERMS of [three] 3 years. All appointments for successors
to the members appointed shall be for [a term] TERMS of
[three] 3 years.

7-2.

The members of said board shall respectively take and
subscribe the oath required by other state officers. They
shall have power to elect out of their number, a president,
secretary and treasurer, and to adopt such rules and by—laws
for the transaction of business of the board as they may
deem expedient. THREE MEMBERS OF THE BOARD SHALL CONSTITUTE
A QUORUM FOR THE PURPOSE OF DOING BUSINESS.

Each member of said board shall receive [a compensation
of ten dollars ($10.00) per day] SUCH COMPENSATION AS SHALL
BE FIXED BY THE COUNTY COMMISSIONERS FROM TIME TO TIME for
actual service in attending meetings of the board, and shall
receive necessary expenses incurred in connection with their
official duties which compensation and expenses shall be
paid out of any moneys in the hands of the treasurer of said
board; provided, that the secretary of said board may
receive such additional compensation as the board may deem
just and reasonable, and for which the by—laws of the said
board may provide; provided, however, that the compensation
and expenses of said board shall in no event be paid out of
the funds in the state treasury or become a charge against
the state or Cecil County.

Said board shall meet at least once in each month in
Elkton, and shall hold special meetings as frequently as the
proper and efficient discharge of its business shall
require, and said board shall adopt such rules and
regulations for the examinations of master electricians as
herein defined, and for the placing, installing and
operating electrical wires, appliances, apparatus or
construction in, upon, and about buildings, BOTH PERMANENT
AND TEMPORARY, INCLUDING BUT NOT LIMITED TO, INDUSTRIAL
BUILDING AND MOBILE HOMES in Cecil County, and when so
adopted, such rules and regulations shall have the same
force and effect as if herein contained, and the rules of
said board shall also provide for the giving of timely
notice of such meetings to all those who shall have made
application for a license as herein provided. IN CARRYING
OUT THE PROVISIONS OF THIS SECTION THE BOARD, UNDER THE HAND
OF ITS PRESIDENT, MAY SUBPOENA WITNESSES AND COMPEL THEIR
ATTENDANCE, AND ALSO MAY REQUIRE THE PRODUCTION OF PAPERS OR
