(b) (1) On request a public school employer or at
least two of its designated representatives shall meet and
negotiate with at least two representatives of the employee
organization that is designated as the exclusive negotiating
agent for the public school employees in a unit of the
county on all matters that relate to salaries, wages, hours,
and other working conditions.
(2) IN MONTGOMERY COUNTY, NOTWITHSTANDING ANY
AGREEMENT IN EFFECT ON JUNE 1, 1978 WHICH EXCLUDES
SUBSTITUTE TEACHERS, AND WITHOUT AFFECTING ANY OTHER PART OF
SUCH AN AGREEMENT. THE EXCLUSIVE NEGOTIATING AGENT FOR THE
PUBLIC SCHOOL EMPLOYEES IN A UNIT AND THE PUBLIC SCHOOL
EMPLOYER SHALL, PURSUANT TO THIS SECTION, MEET AND NEGOTIATE
UNDER THIS SECTION THE SALARIES, WAGES, HOURS, AND OTHER
WORKING CONDITIONS OF ALL PERSONS ACTUALLY EMPLOYED AS
SUBSTITUTE TEACHERS.
SECTION 3. AND BE IT FURTHER ENACTED, That Section 1
of this Act shall take effect June 1, 1978.
SECTION 4. AND BE IT FURTHER ENACTED, That Section 2
of this Act shall take effect July 1, 1978.

AN ACT concerning
Maryland Industrial Land Act — Loans To
Political Subdivisions
FOR the purpose of removing the requirement that the full
purchase price of industrial land which a subdivision
has purchased with money borrowed from the State and
then sold be payable at the time of settlement.
BY repealing and reenacting, with amendments,
Article 41 - Governor - Executive and Administrative
Departments
Section 440(d) (3) and (4)
