above, the State Board of Education may [permit: adjustments
in the length of the school year; exceptions from] REDUCE
THE MINIMUM NUMBER OF SCHOOL DAYS REQUIRED IN SUBSECTION (A)

OF THIS SECTION BY NOT MORE THAN 10 SCHOOL DAYS, [the

requirement that the school year he completed within a
ten-month period; adjustments in the length of the school
day; the opening of schools on holidays; or any combination
of these measures;] provided that [these adjustments] THIS
REDUCTION may be granted only for reasons of natural or
civil disaster or severe weather conditions which prevent
normal school attendance.

(c) In any year where there are less than 180 school
days pursuant to an application approved under (b) above,
there shall be no reduction in education funding from State
or local sources in accordance with the approval granted
under (b) above.

75.

Schools shall be kept open each day during the school
year, except Saturday, Sunday, and holidays, for not less
than six hours. [The State Board of Education may open
schools on holidays in cases of emergency.]

SECTION 2. AND BE IT FURTHER ENACTED, That section(s)

of the Annotated Code of Maryland (as enacted by Chapter

___ of the Acts of the General Assembly of 1978) be

repealed, amended, or enacted to read as follows:

Article - Education

7-013.

(b) (1) If a county board submits a written

application to the State board that describes a demonstrated
effort by the county board to comply with subsection (a) of
this section, the State board may [permit] REDUCE[: ]

[(i) Adjustments in the length of school

year;] THE MINIMUM NUMBER OF SCHOOL DAYS REQUIRED IN

SUBSECTION (A) OF THIS SECTION BY NOT MORE THAN 10 DAYS

PROVIDED THAT THE NUMBER OF ACTUAL SCHOOL DAYS SCHEDULED BY
THE COUNTY OR BALTIMORE CITY IN THAT SCHOOL YEAR IS NOT LESS

THAN 184 DAYS

[(ii) Exceptions from the requirement that
the school year be completed within a 10-month period;

(iii) Adjustments in the length of the
school day; and

(iv) Schools to be open on holidays.]

(2) [These adjustments] THIS REDUCTION may be
granted only if normal school attendance is prevented
