The respective limits set forth herein shall constitute
a separate limit for each of the primary and the general
elections, and shall not be construed as a limit on the
total of the two elections. Any payment, expenditure,
contribution, promise or liability which may be made or
incurred, directly or indirectly, by the spouse of any
write-in candidate or candidate for nomination for or
election to party or public office shall be charged against
the candidate as if made by the candidate himself.
(d)] (B) No [candidate or treasurer may accept any
loan to a] LOAN MAY BE MADE TO THE CAMPAIGN OF A CANDIDATE,
OR ACCEPTED ON BEHALF OF THE campaign, without the express
written consent of the candidate. WRITTEN CONSENT
CONSTITUTES THE PERSONAL GUARANTEE OF THE CANDIDATE FOR
REPAYMENT OF THE LOAN ONLY IF IT EXPRESSLY SO PROVIDES. A
copy of the consent shall be FURNISHED TO THE LENDER AT THE
TIME OF THE LOAN AND attached to the appropriate campaign
[financial] FUND report required by §§ 26-11 and 26-12 of
this article.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect June 1, 1978.

Home Improvement Law and Commission
FOR the purpose of granting certain powers and duties to the
Maryland Home Improvement Commission; prohibiting
certain building and permits departments from issuing
certain permits not listing a home improvement
contractor's license number; providing that the
Executive Director is appointed and only responsible to
the Secretary of the Department of Licensing and
Regulation, and granting the Executive Director certain
powers and duties; providing for examination of
applicants for home improvement licenses and
establishing fees; changing certain requirements
relating to an application for issuance of home
improvement licenses; revising standards by which a
license may be denied, revoked, or suspended; providing
for certain definitions and establishing a
subcontractor's license and providing standards and
fees; requiring an applicant for a home improvement
