(D) THE STANDARDS SHALL BE BASED ON THE BEST
CURRENTLY AVAILABLE METHODS OF ANALYSIS, INCLUDING THOSE OF
THE NATIONAL BUREAU OF STANDARDS, THE DEPARTMENT OF HOUSING
AND URBAN DEVELOPMENT AND OTHER FEDERAL AGENCIES,
PROFESSIONAL SOCIETIES, AND MATERIALS DEVELOPED BY THE
DEPARTMENT. PROVISIONS SHALL BE MADE FOR A BIENNIAL
UPDATING OF THESE RULES AND STANDARDS AS REQUIRED.

THE DEPARTMENT SHALL ESTABLISH STANDARDS FOR ENERGY
PERFORMANCE INDICES AS DEFINED IN 25B(C) TO AUDIT AND
EVALUATE COMPETING DESIGN PROPOSALS.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1978.

Vehicle Inspection — Sale of Used Vehicles

FOR the purpose of removing the exemption given certain
vehicles from the requirement of inspection upon
transfer of ownership and under certain other
circumstances; requiring that certain equipment
installed on vehicles meet or exceed certain standards;
and generally relating to the inspection of used
vehicles.
