FOR the purpose of creating authorizing the creation of
parking authorities for the by certain counties of
Maryland; establishing legislative policy with regard
to parking authorities; defining certain terms;
permitting parking authorities to function only under
certain circumstances; providing for the composition,
powers, functions, and certain operating procedures of
these authorities; providing that parking authorities
may make certain rules and regulations and providing
certain penalties for violations of those rules and
regulations; providing that parking authorities may
issue revenue bonds under certain circumstances and
establishing certain requirements and procedures for
these bond issues and exempting those bonds from
certain taxes; generally relating to these and all
other matters relating to parking authorities; and
repealing inconsistent and obsolete laws relating to
these matters.

BY adding to

Article 41 — Governor — Executive and Administrative

Departments
Section 267 through 277, inclusive, to be under the new

subtitle "26 Parking Authorities"
Annotated Code of Maryland
(1971 Replacement Volume and 1977 Supplement)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:

THIS SUBTITLE KAY BE KNOWN AS THE PARKING AUTHORITIES
ACT.

(A)          IN THIS SUBTITLE THE FOLLOWING WORDS HAVE THE
MEANINGS INDICATED.

(B)          "AUTHORITY" MEANS A PARKING AUTHORITY ESTABLISHED
UNDER §270 OF THIS SUBTITLE.

(C)          "COUNTY" MEANS A COUNTY OF THIS STATE AND

BALTIMORE CITY, EXCLUDING PRINCE GEORGE'S OR MONTGOMERY

COUNTY.

(D)    "BYLAW" MEANS BY THE LAW OF THE COUNTY IS WHICH
AN AUTHORITY IS LOCATED, INCLUDING LAWS, ORDINANCES, AND
