other assistants, professional consultants and employees as
provided for in this Code or in the State budget. All
assistant secretaries, except the assistant secretary of
personnel for retirement systems, and professional
consultants shall be appointed by and shall serve at the
pleasure of the Secretary, except as provided in [ § 12(9)
of] Article 73B, [§ 196 of Article 77,] §§ 12(9) AND 87 and
§ 54(9) of Article 88B of [this] THE Code[, as amended from
time to time]. All other employees, unless otherwise
provided by law, shall be appointed and removed by the
Secretary in accordance with the provisions of Article 64A
of the Annotated Code of Maryland.

(a) The following agencies and boards shall be
included within the Department of Personnel: the office of
the Secretary of Personnel as provided for in this article
and in Article 64A of [this] THE Code; the Board of Ethics
established by the Governor pursuant to § 14A of this
article and Article 19A, § 3, of [this] THE Code; the board
of trustees of the Employees' Retirement System of the State
of Maryland provided for in Article 73B, § 12, of [this] THE
Code; the board of trustees of the Teachers' Retirement
System of the State of Maryland provided for in [Article 77,
§ 196, of this Code] ARTICLE 73B §87 OF THE CODE; the board
of trustees of the State Police Retirement System of the
State of Maryland provided for in Article 88B, § 54, of
[this] THE Code; and such other agencies, commissions,
boards, committees, councils or units of government as may
hereafter pursuant to law be declared to be part of the
Department of Personnel.

(b) The Secretary of Personnel shall be responsible
for promulgating rules and regulations for his office. He
shall review and shall have the power to approve or
disapprove or revise the rules and regulations of all of the
boards, offices and agencies within the jurisdiction of the
Department of Personnel, except for the rules and
regulations of the boards of trustees of the retirement
systems and the administration of the funds created by
Article 73B, [Article 77, subtitle "Teachers' Retirement
System,"] and Article 88B, subtitle "State Police Retirement
System," of [this] THE Code.
Article 43 - Health
12.
It shall be the duty of the State Board of Health, upon
receipt of reports of the names and addresses of physically
handicapped children as provided for in [Article 77 of the
Annotated Code of Maryland] THE EDUCATION ARTICLE, to, in so
far as possible, cause each such child to be examined by a
deputy State health officer or by any other qualified
physician, if without expense to the State, for the purpose
