torpedoes, bombs, grenades, fire balloons, signal lights,
and any combustible, [or] explosive OR IMPLOSIVE

composition,__or any substance or combination of substances,

or article prepared for the purpose of producing a visible

or an audible effect by combustion, explosion, IMPLOSION,
deflagration, or detonation. The term "fireworks" does not
include toy pistols, toy canes, toy guns, or other devices
in which paper caps containing twenty—five hundredths grains
or less of explosive compound are used, provided they are so

constructed that the hand cannot come in contact with the

cap when in place for use; or toy pistol paper caps which
contain less than twenty—hundredths grains of explosive
mixture; or sparklers containing no chlorates or
perchlorates.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1978.

AN ACT concerning

Foreign Trade Zones

FOR the purpose of authorizing, subject to a restriction,
certain corporations to apply for permission to
establish, operate, and maintain a foreign trade zone
pursuant to the federal Foreign—Trade Zones Act;
authorizing certain corporations whose application to
establish, operate, and maintain foreign trade zones is
granted to establish, operate, and maintain foreign
trade zones subject to certain rules and regulations;
and supplementing the authority of the Maryland Port
Authority Administration.

BY adding to

Article 23 — Miscellaneous Companies

Section 466 through 469, inclusive, to be under the new

subtitle "Foreign Trade Zones"

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows;
