(D) WHEN AN AGENCY PUBLISHES A NOTICE OF INTENDED
ACTION PURSUANT TO SUBSECTION (C), IT ALSO SHALL PUBLISH IN
THE SAME NOTICE AN ESTIMATE OF THE ECONOMIC IMPACT OF THE
INTENDED ACTION UPON:

(1)    THE REVENUES AND EXPENDITURES OF THE AGENCY
PUBLISHING THE INTENDED ACTION;

(2)    THE REVENUES AND EXPENDITURES OF ANY OTHER
STATE OR LOCAL GOVERNMENTAL AGENCY AFFECTED BY THE INTENDED
ACTION; AND

(3)    THE TAXPAYER, CONSUMER, INDUSTRY OR TRADE
GROUPS OR OTHER APPLICABLE GROUPS OR SEGMENTS OF THE
POPULATION WHICH WOULD BE AFFECTED BY THE INTENDED ACTION.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1978.

AN ACT concerning

Public School Construction Loans

FOR the purpose of prohibiting the State from deducting
funds due a county under certain provisions of State
law if those funds are deducted because of certain
public school construction loans that the county is no
longer required to repay.

BY repealing and reenacting, with amendments,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland

(as enacted by Chapter ____ of the Acts of the General

Assembly of 1978) be repealed, amended, or enacted to read
as follows:
