Ch. 426

(G) THE MEMBERS OF THE CHILDREN'S COUNCIL SERVE
WITHOUT COMPENSATION. HOWEVER, THEY RECEIVE ORDINARY AND

REASONABLE EXPENSES NECESSARILY INCURRED WHILE DISCHARGING

THEIR DUTIES AS MEMBERS OF THESE COUNCILS.

(H) IT IS THE RESPONSIBILITY OF THE CHILDREN'S

COUNCILS TO:

(1)          EXAMINE ALL PROGRAMS AND SERVICES AND PLANS
FOR CHILDREN UNDER THE AGE OF 18 IN THEIR JURISDICTIONS FOR
THE PURPOSE OF IDENTIFYING DUPLICATIONS, OR INEFFICIENCIES,
EFFECTIVE EFFECTIVENESS OF PROGRAMS, RESOURCES, AND UNMET
NEEDS;

(2)          SECURE AND ANALYZE DEPARTMENTAL PLANS AND
BUDGET REQUESTS AFFECTING CHILDREN'S PROGRAMS AND SERVICES
IN THEIR JURISDICTIONS;

(3)          REVIEW FEDERAL FUNDS UTILIZED AND AVAILABLE
TO THEIR JURISDICTIONS FOR CHILDREN'S PROGRAMS AND SERVICES;

(4)          IDENTIFY, DOCUMENT, AND COMMUNICATE NEEDS,
RESOURCES, AND PRIORITIES IN THEIR JURISDICTIONS TO THE

LOCAL CHIEF EXECUTIVE AND TO THE DIRECTOR OF THE OFFICE FOR
CHILDREN AND YOUTH;

(5)          PROVIDE EFFECTIVE PUBLIC INFORMATION ON
CHILDREN'S PROGRAMS AND SERVICES IN THEIR JURISDICTIONS;

(6)          PARTICIPATE IN THE DUTIES AND FUNCTIONS OF
THE OFFICE FOR CHILDREN AND YOUTH; AND

(7)          FORMULATE BYLAWS AND OPERATING PROCEDURES
NECESSARY TO CARRY OUT THE PROVISIONS OF THIS ARTICLE.

5.

THIS OFFICE SHALL NOT OPERATE ANY PROGRAMS OR PROVIDE

ANY DIRECT SERVICES.

SECTION 2. AND BE IT FURTHER ENACTED, That the

provisions of this Act shall terminate on June 30, 1981 and

this Act shall be null and void without the need for further

action by the General Assembly on that date.

SECTION 2. AND BE IT FURTHER ENACTED, That the Office

established under the provisions of this Act, shall be

reviewed and evaluated, on or before July 1, 1983, in a

manner consistent with__the procedures provided in Section

486 of Article 41__(pertaining to the reestablishment of

certain regulatory boards) of Chapter of the Acts of

1978 (H.B. 611/S.B. 405) and shall terminate on July 1,

1984, if the General Assembly fails to reestablish the

Office by statute.
