Psychiatric Research Center shall have a citizens advisory
board consisting of seven [(7)] members appointed by the
Governor from among names submitted by the Secretary of
Health and Mental Hygiene, one of whom shall be appointed
temporary chairman.
(2) AFTER JULY 1, 1978, THE EASTERN SHORE
HOSPITAL CENTER CITIZENS ADVISORY BOARD SHALL HAVE FOUR
ADDITIONAL MEMBERS APPOINTED BY THE GOVERNOR FROM AMONG
NAMES SUBMITTED BY THE SECRETARY OF HEALTH AND MENTAL
HYGIENE.
(c) (1) Of the board members initially appointed,
three members shall have terms of one, two and three years,
respectively, and four members shall serve terms of four
years, all dating from July 1, 1972. Board members
appointed thereafter shall serve terms of four years. No
member shall serve more than two consecutive full terms.
Vacancies shall be filled for the unexpired portion of the
term in the same manner as the original appointment.
(2) OF THE FOUR ADDITIONAL MEMBERS INITIALLY
APPOINTED TO THE EASTERN SHORE HOSPITAL CENTER CITIZENS
ADVISORY BOARD, ONE SHALL SERVE A TERM OF ONE YEAR, ONE
SHALL SERVE A TERM OF TWO YEARS, ONE SHALL SERVE A TERM OF
THREE YEARS, AND ONE SHALL SERVE A TERM OF FOUR YEARS, ALL
DATING FROM JULY 1, 1978. ALL BOARD MEMBERS APPOINTED
THEREAFTER SHALL SERVE TERMS OF FOUR YEARS. A MEMBER MAY
NOT SERVE MORE THAN TWO CONSECUTIVE FULL TERMS. VACANCIES
SHALL BE FILLED FOR THE UNEXPIRED PORTION OF A TERM IN THE
SAME MANNER AS THE ORIGINAL APPOINTMENT.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1978.

AN ACT concerning
Otter and Beam Trawl Fishing
FOR the purpose of providing that a nonresident of Maryland
may fish in the waters of the Atlantic Ocean with an
otter trawl or a beam trawl, if the state of his
residence provides equivalent fishing privileges and
rights for Maryland residents, and if the vessel from
which he fishes is federally licensed under federal
enrollment and licensing statutes.
