1444                                             LAWS OF MARYLAND                                     Ch. 349

(A)    THERE IS A CITIZENS' ADVISORY BOARD FOR EACH
STATE FACILITY.

(B)    (1) EACH BOARD CONSISTS OF SEVEN MEMBERS, EACH
APPOINTED BY THE GOVERNOR.

(2) THE GOVERNOR SHALL MAKE HIS APPOINTMENTS
FROM A LIST OF NAMES SUBMITTED TO THE GOVERNOR BY THE
SECRETARY. THE LIST SHALL CONTAIN THE NUMBER OF NAMES THAT
IS AT LEAST TWICE THE NUMBER OF VACANCIES.

(C) EACH MEMBER SHALL BE:

(C)    (1) EACH MEMBER SHALL BE A RESIDENT OF THE
REGION THAT THE STATE FACILITY SERVES; AND AND EACH BOARD AS

A WHOLE SHALL ADEQUATELY REFLECT THE COMPOSITION OF THE

COMMUNITY SERVED BY THE FACILITY.

(2) KNOWN FOR: AT LEAST__TWO___MEMBERS__OF__EACH

BOARD SHALL BE PARENTS OR RELATIVES OF PATIENTS OF THAT

RETARDED , RELATIVES, OR GUARDIANS OF RESIDENTS OF THAT

FACILITY.__THE REMAINING MEMBERS SHALL BE PERSONS___WHO ARE

KNOWN FOR THEIR INTEREST IN CIVIC AND PUBLIC AFFAIRS AND WHO

HAVE__EXPRESSED__AN ACTIVE INTEREST IN THE CARE OF THE

MENTALLY___RETARDED__OR IN MENTAL RETARDATION ENDEAVORS

GENERALLY.

(I) HIS INTEREST IN CIVIC AND PUBLIC

(II) HIS CONCERN ABOUT THE CARE OF THE

MENTALLY RETARDED.

(D)    (1) THE TERM OF A MEMBER IS THREE FOUR YEARS.

(2)    THE TERMS OF THE MEMBERS ARE STAGGERED AS
REQUIRED FOR THE ORIGINAL APPOINTMENTS TO A BOARD.

(3)    AT THE END OF A TERM, A MEMBER CONTINUES TO
SERVE UNTIL A SUCCESSOR IS APPOINTED AND QUALIFIES.

(4)    A MEMBER WHO IS APPOINTED AFTER A TERM HAS
BEGUN SERVES ONLY FOR THE REST OF THE TERM AND UNTIL A
SUCCESSOR IS APPOINTED AND QUALIFIES.

(5) A MEMBER MAY NOT SERVE MORE THAN__TWO__FULL

TERMS.

(E)    (1) FROM AMONG ITS MEMBERS, EACH BOARD SHALL
ELECT A CHAIRMAN AND ANY OTHER OFFICERS THAT THE BOARD
CONSIDERS NECESSARY.

(2) THE MANNER OF ELECTION OF OFFICERS SHALL BE
AS EACH BOARD DETERMINES.

(F) EACH BOARD SHALL MEET AT LEAST FOUR TIMES A YEAR,
AT THE TIMES AND PLACES THAT THE BOARD SETS.
