SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:

Article 81 - Revenue and Taxes

280B.

(D) FOR PURPOSES OF SUBSECTION (A) , WHEN DETERMINING
THE AMOUNT OF ADJUSTED ITEMIZED DEDUCTIONS, THE SUM OF THE
DEDUCTIONS SHALL NOT INCLUDE STATE AND LOCAL INCOME TAXES.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect June 1, 1978 and shall be effective for
all taxable years beginning after December 31, 1977.
