primary care as defined in subsection (b) (2) of this

section. for purposes of this section, an accredited

program does not include specialty programs in disciplines

other than those which comprise primary care as defined in

subsection (b)(2).

(6) "Medical education center" means an

institution, including university health science centers and

community hospitals, whose objectives include the education

of medical and allied health personnel. For purposes of

this section these centers must have either residency

programs or full departments, or a combination thereof, in

at least three of the primary care areas as defined in
[section] SUBSECTION (b)(2) of this section.

     (c) (2) If the aggregate amount of the grants to be 

made in accordance with (c) (1) exceeds the amount

appropriated to the program in any year, then the amount of

amount determined for the [school's] SCHOOLS under (c)(1)

a school's grant for that period shall be equal to the

multiplied by the ratio of the total amount appropriated to

the total amount required to make grants to all schools in

accordance with (c)(1).

Article - Education

(a) (1) IN THIS SECTION THE FOLLOWING WORDS HAVE
THE MEANINGS INDICATED.

(2) "EMERGENCY SERVICES" MEANS FIRE, RESCUE,

AND AMBULANCE SERVICES.

(3) [In this section] "Schools" means the
Maryland Fire and Rescue Institute, any emergency services
training academy operated by any city, county, or municipal

government, any community college offering emergency

services education and training courses, any public__school

offering emergency services education and training courses,

and any private or governmental institution or body

providing emergency services education and training courses,

(c) (1) The Commission consists of 11 members

appointed by the Governor with the advice and consent of the
Senate. Of the members:

(i) Each shall be qualified to deal with
the matters within the authority of the Commission;

(ii) Five shall be volunteer [fire or

rescue] EMERGENCY SERVICES personnel or [fire and rescue]

instructors;

(iii) Three shall be [fire and rescue]

EMERGENCY SERVICES instructors who are [professional fire or
rescue] CAREER personnel representing the academies.
