SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:

Article 33 — Election Code

1-1.

(a)    As used in this article the following terns shall
have the meanings indicated unless a contrary meaning is
clearly intended from the context in which the term appears:

(4) "Candidate" means any person who files a
certificate of candidacy for any public or party office.
"CANDIDATE" INCLUDES, FOR PURPOSES OF THE FAIR ELECTION
PRACTICES SUBTITLE, AN INCUMBENT JUDGE OF THE COURT OF
APPEALS OF COURT OF SPECIAL APPEALS AT AN ELECTION FOR
CONTINUANCE IN OFFICE.

4A-1.

(E) AN INCUMBENT JUDGE Of THE COURT OF APPEALS OR
COURT OF SPECIAL APPEALS DOES NOT FILE A CERTIFICATE OF
CANDIDACY FOR AN ELECTION FOR CONTINUANCE IN OFFICE.

4A-2.

(b)    Each candidate for nomination for -judge of the
circuit court for a county or for judge of the Supreme Bench
of Baltimore City[, each candidate for nomination for judge
of the Court of Special Appeals, and each candidate for
nomination for judge of the Court of Appeals of Maryland]
shall file his certificate under oath with the State
Administrative Board of Election Laws.

8-4.

Not less than sixty-five days before a general election
at which the voters elect the President of the United
States, not less than thirty days before a general election
at which the voters elect the Governor of the State, and not
less than twenty days before a special election called
