REVISOR'S NOTE: This section presently appears as Art.
77, §37 except subsection (e)(6) which now
appears as §3—403(b) of this article.

Subsection (a) of this section is new language
derived from the exception in present Art. 77,
§56D(a).

In subsection (d) of this section, the phrase
"except as provided in Title 3 of this Article"
is added to note the obvious exception for many
of the elected boards from the requirement for
the election of a president and vice president.
In light of this addition, present Art. 77,
§37(b)(2), which excepts Howard County, is
deleted.

Present Art. 77, §37(e) (11)(i), which relates to
Washington County Board members, was added by Ch.
30, Acts of 1977. It is deleted as it conflicts
with an after—enacted statute, Ch. 89, Acts of
1977. Compensation and expense provisions for
Washington County Board members now appear in
§3-1002 of this article.

Art. 77, §37(e)(11)(ii) is deleted as obsolete.

The only other changes are in style.

Although subsection (e) of this section provides
for open meetings of the county boards and
requires minutes of the meetings to be public,
Art. 76A, §§ 7 through 15, the "sunshine law",
contains more specific requirements for open
meetings and would apply to meetings of the
county board. This is so since the provisions of
the "sunshine law" that relate to meetings
prevail over other provisions in the Code unless
these other provisions "are more stringent".

4-107. DUTIES IN GENERAL.
