Armistead Park, and construction of a correctional__complex

to provide a 640 bed medium security unit and a 250 bed
minimum security unit on the site, subject to the condition
that the State of Maryland shall obtain clear title to said

property on or before__February___15, 1979, without any

restriction on its use for a 640 bed medium security unit
and a 250 bed minimum security unit on said property. If
this condition is not fulfilled, then this appropriation

shall be null and void without the necessity of further

aetion by the General Assembly Prior to the expenditure of

any funds for the purposes set forth in this Section__1. (3) ,

the Board__of Public Works shall have received evidence

satisfactory to it that the foregoing condition__has been

satisfied. If the Board of Public Works receives such

satisfactory evidence, it shall so certify and the proceeds

of the loan shall thereafter be expended in accordance with

the provisions of this Act.__If such satisfactory evidence

is not received by the Board of Public Works, the Board of

Public Works shall revert the proceeds of the loan to__the

Annuity Bond Fund.

(4) There is hereby levied and imposed an annual
State tax on all assessable property in the State in rate
and amount sufficient to pay the principal of and interest
on the bonds as and when due and until paid in full, such
principal to be discharged within fifteen years of the date
of issue of the bonds.

SECTION 2. AND BE IT FURTHER ENACTED, That chapter(s)
of the Acts of the General Assembly be repealed, amended, or
enacted to read as follows:

Chapter 671 of the Acts of 1977

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That:

(2) The actual cash proceeds of the sale of the bonds
shall be paid to the Treasurer and shall be first applied to
the payment of the expenses of issuing and delivering the
bonds unless such funds are otherwise provided and
thereafter shall be credited on the books of the State
Comptroller and expended, upon approval by the Board of
Public Works, for the following public purposes, including
any applicable architects' and engineers' fees:

(E) Department of Public Safety and Correctional
Services:

(1) Division of Correction:

(a) Headquarters:

(4) Acquisition of the property at 3500
East Biddle Street, Baltimore[, and
renovation/construction to provide a
