oyster.] THE DEPARTMENT BY RULE MAY PERMIT IN SPECIFIC
AREAS AT SPECIFIED TIMES THE POSSESSION OF MARKETABLE
OYSTERS TO WHICH NONMARKETABLE OYSTERS ADHERE SO CLOSELY
THAT IT IS IMPOSSIBLE TO REMOVE THEM WITHOUT DESTROYING THE
SMALLER OYSTER. Oyster culling shall be completed before
any oyster is thrown or deposited in the hold or bottom of
any boat.
(b) [A person may not possess] AFTER CULLING AND
PLACING IN THE HOLD OR BOTTOM OF A BOAT, A PERSON'S
POSSESSION OF OYSTERS MAY NOT INCLUDE A COMBINED TOTAL OF
more than 5 percent [shells of any size and] OF oysters
WHICH MEASURE less than 3 inches from hinge to [month] BILL,
AND CULTCH CONSISTING OF SHELLS, STONES, GRAVEL, AND SLAG.
In ascertaining this percentage the department shall select
an amount of oysters from any pile, hold, bin, house, or
place as deemed proper and require it to be culled and
disposed of, as provided by this section. ALL SHALL OYSTERS
AND CULTCH THAT ADHERE TO MARKETABLE OYSTERS SHALL BE
SEPARATED, AND THE MARKETABLE OYSTERS SHALL BE EXCLUDED FROM
ANY MEASUREMENT OF SHALL OYSTERS AND CULTCH. HOWEVER, A
PERSON MAY NOT POSSESS MORE THAN 10 MARKETABLE OYSTERS PER
BUSHEL THAT HAVE UNDERSIZED OYSTERS OR SPAT ATTACHED TO THEM
THAT CANNOT BE SEPARATED WITHOUT DESTROYING THE SHALL
OYSTER.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1978.

AN ACT concerning
Election Code — New Political Parties
FOR the purpose of authorizing the State Administrative
Board of Election Laws to prescribe the form of a
petition for the formation of a political party; and
placing a limitation on the time for the obtaining of
signatures, the filing of the petition and the proper
number of valid signatures of voters in support of the
petition.
BY repealing and reenacting, with amendments,

Section 4B-1(a), (b), and (e)
