(1) IF THE PERSON IS NOT AUTHORIZED BY THIS TITLE
TO DRIVE; OR
(2) OTHERWISE IN VIOLATION OF ANY OF THE PROVISIONS
OF THIS TITLE.
REVISOR'S NOTE: This section presently appears as
Art. 66 1/2, §6-305.
The only changes are in style.
GENERAL REVISOR'S NOTE:
In revising this title, the Commission to Revise the
Annotated Code deleted present Art. 66 1/2, §6—301.1,
which relates to fraudulently using a false or fictitious
name in applications. The present section is superfluous
in light of §16—301(a) of this subtitle, which reaches
the same result.

SUBTITLE 4. REFUSAL, SUSPENSION, AND REVOCATION UNDER
POINT SYSTEM.
16-401. MAINTENANCE OF POINT SYSTEM.
IN ADDITION TO ANY OTHER PROVISIONS OF THE MARYLAND
VEHICLE LAW, THE ADMINISTRATION SHALL MAINTAIN A POINT
SYSTEM FOR THE REFUSAL, SUSPENSION, OR REVOCATION OF
DRIVERS' LICENSES ISSUED UNDER THIS TITLE.
REVISOR'S NOTE: This section presently appears as
the first sentence of Art. 66 1/2, §6-401(a).
The second sentence of present Art. 66 1/2,
§6-401(a) is transferred to §16-402 of this
subtitle. Present Art. 66 1/2, §6-401(b),
which relates to the point system previously
established, is deleted as now obsolete.
In this section, the phrase "but not in
substitution for" is deleted as unnecessary in
light of the phrase "{i}n addition to". No
change of meaning is intended by this
deletion.
For accuracy, the word "refusal" is added to
the present, incomplete reference to a
"suspension or revocation". The point system
is applicable not only to persons with
licenses issued under this title but, also, to
persons who don't have such a license. (See,
e.g., §16—402(a)(8) which assesses 5 points
for driving without a license.) On assessment
of a sufficient number of points, that person's
"privilege" (or, as defined in §11—128 of this
article, "license") may be suspended or
