Subsection (b) (3) of this section is revised
to provide for a 24—hour grace period within
which to dispose of the plates after the
registration has expired. As this section
presently is worded, the registration expires
- even within the 10—day permitted use period
- the instant the plates are removed from the
vehicle by the transferee (subsection (b) (2)
of this section); yet, as soon as the
registration expires, the transferee is
prohibited from having those plates in his
possession. This somewhat draconian, and
certainly unintended, result is avoided by
providing for a short grace period such as
that recommended by this revision.
The only other changes are in style.
As to the transfer of plates by the owner to
another vehicle, see §13—502.1 of this
subtitle.
13-502. TRANSFEREE MUST SECURE NEW REGISTRATION.
EXCEPT AS OTHERWISE PERMITTED IN THIS SUBTITLE,
BEFORE THE TRANSFEREE OF A REGISTERED VEHICLE MAY DRIVE A
VEHICLE OR PERMIT IT TO BE DRIVEN ON A HIGHWAY, THE
TRANSFEREE SHALL APPLY FOR AND OBTAIN A NEW REGISTRATION
OF THE VEHICLE, AS ON AN ORIGINAL REGISTRATION. IF THE
VEHICLE IS NOT DRIVEN ON A HIGHWAY, HOWEVER, THE VEHICLE
NEED NOT BE REGISTERED.
REVISOR'S NOTE: This section presently appears as
Art. 66 1/2, §3-502(a).
The phrase "a new registration of the vehicle"
is substituted for "the registration thereon"
for purposes of clarity and to conform to the
more correct language used elsewhere in this
subtitle; cf., §13-503 (a).

13-502.1. TRANSFER TO ANOTHER VEHICLE.
(A) PERMITTED IN SAME CLASSIFICATION.
THE FORMES REGISTERED OWNER OF A TRANSFERRED VEHICLE
MAY HAVE ITS PLATES AND REGISTRATION NUMBER TRANSFERRED
TO ANOTHER VEHICLE IN THE SAME CLASSIFICATION BY APPLYING
TO THE ADMINISTRATION AND PAYING A TRANSFER FEE OF $1.
(B) VEHICLE FOR WHICH DIFFERENT FEE REQUIRED.
