SUBTITLE 4. RECIPROCAL ARRANGEMENTS WITH OTHER
JURISDICTIONS.
12-401. "JURISDICTION" DEFINED.
IN THIS SUBTITLE, "JURISDICTION" INCLUDES ANY STATE,
FOREIGN COUNTRY, OR STATE OR PROVINCE OF A FOREIGN
COUNTRY.
REVISOR'S NOTE: This section is new language added
without substantive change to avoid
unnecessary repetition in this subtitle of
references to "other states, provinces,
territories, and countries."
It is patterned after the similar definition
of "jurisdiction" adopted by the Uniform
Vehicle Code, §3—402.1 on reciprocity.

12-402. LEGISLATIVE POLICY.
IT IS THE POLICY OF THIS STATE TO PROMOTE AND
ENCOURAGE THE FULLEST POSSIBLE USE OF ITS HIGHWAY SYSTEM
BY AUTHORIZING VEHICLE RECIPROCAL OR PROPORTIONAL
REGISTRATION AGREEMENTS, ARRANGEMENTS, AND DECLARATIONS
WITH OTHER JURISDICTIONS AS TO VEHICLES REGISTERED IN
THIS STATE AND IN THOSE OTHER JURISDICTIONS, THUS
CONTRIBUTING TO THE ECONOMIC AND SOCIAL DEVELOPMENT AND
GROWTH OF THIS STATE.
REVISOR'S NOTE: This section presently appears as
Art. 66 1/2, §3-402.2(a).
In this section and a few other sections of
this subtitle - e.g., §§ 12-411 and 12-413 -
the correct term "vehicle" is substituted for
the present, more narrow "motor vehicle"; this
conforms to the general, broad scope of the
entire subtitle and simply corrects an
apparently inadvertent error.
