(1) INTERFERE WITH ANY PERSON DOING BUSINESS FOR
OR WITH THE ADMINISTRATION; OR
(2) FOR A FEE CHARGED DIRECTLY OR INDIRECTLY,
SOLICIT ANY PERSON:
(I) TO ASSIST THAT PERSON IN OBTAINING A
DRIVER'S LICENSE, CERTIFICATE OF TITLE, VEHICLE
REGISTRATION, OR OTHER LICENSE OR DOCUMENT; OR
(II) TO FILE ANY STATEMENT FOR THAT PERSON.
REVISOR'S NOTE: This section is new language derived
from Art. 66 1/2, §2-310.
In item (2) of this section, the present
prohibition against "assist{ing}" or
"offer{ing} to assist" others is deleted as
essentially unnecessary in light of the
prohibition against "solicit{ing}". As
presently worded, the section literally
prohibits all assistance given to others in or
near Administration property, no matter where
originally initiated or contracted for; given
such a broad reading, this would prohibit even
permitted activities contracted for elsewhere,
such as those undertaken by dealers for their
customers, title service agents for their
clients, or lawyers and others for their
clients. The Commission believes that the
retained prohibition against solicitation of
business in or near Administration property
adequately covers the intent of the present
section and avoids a result apparently never
intended by the General Assembly.
Also in item (2), the present additional
statement that a person may not "engage ... in
such business or occupation for gain" is
deleted as redundant of the broad prohibition
already contained in item (2).
The only other changes are in style.
12-118. DISPOSITION OF REVENUES.
(A) MONEY TO BE REMITTED TO COMPTROLLER.
EXCEPT AS SPECIFICALLY PROVIDED BY LAW, ALL MONEY
RECEIVED UNDER THE MARYLAND VEHICLE LAW SHALL BE
ACCOUNTED FOR AND REMITTED TO THE STATE COMPTROLLER.
(B) DISPOSITION BY COMPTROLLER.
OUT OF THE MONEY REMITTED TO THE STATE COMPTROLLER
UNDER THE MARYLAND VEHICLE LAW, THE STATE COMPTROLLER
SHALL:
