arrest, trial, and appeal, and penalties and
disposition of fines and forfeitures; generally
providing and establishing, as to certain of these
and related matters, definitions, exemptions and
defenses, procedures, rights and remedies, civil and
criminal penalties, and for the supervisory and
regulatory authority of various governmental
agencies and units; generally relating to these and
all other matters relating to vehicles and highways;
repealing inconsistent and obsolete laws relating to
these matters; and providing for the effect,
construction, and effective date of the provisions
of this Act.
