LAWS OF MARYLAND
CONDEMNATION, AND PAY JUST COMPENSATION UPON THE REMOVAL
OF, OUTDOOR ADVERTISING SIGNS WHICH ARE VISIBLE FROM THE
TRAVELED WAY OF STATE OR COUNTY HIGHWAYS IF THE OUTDOOR
ADVERTISING SIGNS WERE ERECTED PRIOR TO JUNE 1, 1972. NO
COMPENSATION MAY BE PAID FOR ANY SUCH SIGNS ERECTED
SUBSEQUENT TO JUNE 1, 1972. COMPENSATION IS AUTHORIZED
TO BE PAID ONLY FOR THE FOLLOWING: (1)   THE TAKING FROM THE OWNER OF THE SIGN,
DISPLAY, OR DEVICE OF ALL RIGHT, TITLE, LEASEHOLD AND
INTEREST IN THE SIGN, DISPLAY OR DEVICE. (2)   THE TAKING FROM THE OWNER OF THE LAND ON
WHICH THE SIGN, DISPLAY, OR DEVICE IS LOCATED OF THE
RIGHT TO ERECT AND MAINTAIN THE SIGN, DISPLAY OR DEVICE
THEREON. (C) NOTHING HEREIN   MAY BE CONSTRUED TO PERMIT THE ERECTION OF OUTDOOR        ADVERTISING SIGNS OTHERWISE PROHIBITED BY STATE OR LOCAL LAW OR BY LOCAL ZONING
ORDINANCE. REVISOR'S NOTE: This section presently appears as
Art. 89B, §238A. References to the "State Highway
Administration" are substituted for obsolete
references to the "State Roads Commission"; in
this regard, see §8—207 of the Transportation
Article and the revisor's note to that
section. Also, obsolete references to the
"County Commissioners" of Harford County are
deleted. No other changes are Bade. SECTION 8. AND BE IT FURTHER ENACTED, That new
Sections 711A and 722A, to be under the existing subtitle
"Convict Road Force", be and they hereby are added to
Article 27 — Crimes and Punishments, of the Annotated
Code of Maryland (1976 Replacement Volume and 1976
Supplement), to read as follows: Article 27 — Crimes and Punishments Convict Road Force 711A. IT IS DECLARED TO BE THE POLICY OF THE STATE THAT,
BECAUSE OF THE ENFORCED IDLENESS OF PRISONERS IN THE
SEVERAL PENAL INSTITUTIONS OF THE STATE, IT IS NECESSARY
AND DESIRABLE THAT USEFUL WORK ON STATE PROJECTS MAY BE
FOUND FOR SAID PRISONERS AND THAT THOSE WHO MAY BE SAFELY
USED FOR THIS WORK SHALL BE PUT UPON MAINTENANCE,
CONSTRUCTION OR RECONSTRUCTION.
