4338                                MUNICIPAL CHARTERS Constitution of the State of Maryland, labeled and
entitled "MUNICIPAL CORPORATION, PROCEDURE FOR ADOPTION,
AMENDMENT OR REPEAL OF CHARTERS"; and pursuant to Article
23—A of the Annotated Code of the Public General Laws of
Maryland, entitled "Corporation — Municipal, Charter
Amendments" as said sections were enacted by Chapter 423
of the Acts of the General Assembly of Maryland, Session
of 1955, and subsequent amendments thereto; and to amend
the now existing Article I, Incorporation and General
Government, §4 Mayor; Duties, Reports, Compensation, of
the Corporate Charter of the City of Hagerstown as
adopted in 1949, and subsequently amended to conform with
the applicable constitutional and statutory provisions of
the State of Maryland pertaining thereto. WHEREAS; Municipal Corporations and The City of
Hagerstown in particular exert such powers as are
expressly granted or necessarily implied by the
constitution of the State of Maryland and statutory
provisions granting said powers; and WHEREAS; it has been deemed necessary and advisable
by the Mayor and Council for the City of Hagerstown,
Maryland, to revise and amend the Charter of The City of
Hagerstown as enacted and adopted by Chapter 117 of the
Acts of the General Assembly, of the Session of 1949, and
as subsequently amended. [Section 4 of Article I of the Charter of
Hagerstown, Code of Public Local Laws of Washington
County, repealed and reenacted, with amendments. Effective Date November 2, 1976]
RESOLUTION NO. 76-8 A ESOLUTION OF THE MAYOR AND COUNCIL OF THE CITY OF
HAGERSTOWN, MARYLAND, INTRODUCED AND PASSED PURSUANT TO
ITS GENERAL POWERS FOR THE PURPOSE OF AMENDING AND
REVISING THE CHARTER OF THE CITY OF HAGERSTOWN, A
MUNICIPAL CORPORATION EXISTING UNDER AND BY VIRTUE OF THE
LAWS OF THE STATE OF MARYLAND AND IN PARTICULAR REVISING
AND AMENDING ARTICLE II, REGISTRATION AND ELECTIONS. RESOLUTION of the Council of The City of Hagerstown,
Maryland, adopted pursuant to Article XI—E §4, of the
Constitution of the State of Maryland, labeled and
entitled "MUNICIPAL CORPORATION, PROCEDURE FOR ADOPTION,
AMENDMENT OR REPEAL OF CHARTERS"; and pursuant to Article
23—A of the Annotated Code of the Public General Laws of
Maryland, entitled "Corporations — Municipal, Charter
