Replacement Volume), as amended, titled
"Corporations—Municipal", to repeal and re—enact Section
31 of the Charter of the City of Annapolis for the
purpose of providing authority for the Mayor and Aldermen
to issue and sell bond anticipation notes, tax
anticipation notes and other obligations in addition to
general obligation bonds; providing that, in addition to
bonds or other indebtedness issued pursuant to a public
local law enacted prior to January 1, 1955 or any public
general law other than Sections 31 to 39, inclusive, of
Article 23A of the Annotated Code of Maryland, tax
anticipation notes, revenue bonds and certain short term
obligations incurred pursuant to Sections 70 to 73
inclusive, of the Charter shall not be subject to the
debt limitation set forth in Section 31 of the Charter;
providing that provision may be made by ordinance for the
private sale of any notes or bonds issued by the Mayor
and Aldermen of Annapolis; re—enacting all other
provisions of Section 31 of the Charter not inconsistent
with this amendment; and generally relating to the
borrowing authority contained in Section 31 of the
Charter.

RESOLUTION
OF THE
MAYOR AND ALDERMEN OF THE
CITY OF ANNAPOLIS
TO REPEAL AND RE-ENACT
SECTION 89 - OF THE CITY CHARTER
Resolution of the Mayor and Aldermen of the City of
Annapolis, adopted pursuant to the authority of Article
11E of the Constitution of the State of Maryland and
Article 23A of the Annotated Code of Maryland (1973
Replacement Volume) , titled "Corporations—Municipal", to
repeal and re-enact Section 89 of the Charter of the City
of Annapolis for the purpose of providing that the Urban
Renewal Authority shall be a body politic and corporate;
provide that the Mayor & Aldermen may by two—thirds vote
modify, amend, restrict, expand, revoke, rescind, or
terminate the powers given to the Urban Renewal Authority
under certain conditions and transfer the powers to any
separate body politic and corporate or to any department
of the municipality or re—exercise the powers itself,
abolish or terminate the separate body politic and
corporate; City may reserve to itself powers relating to
Urban Renewal; to correct certain errors; to conform to
