REVISOR'S NOTE: This section is new language derived
without substantive change from Art. 89B,
§211-O. The last sentence of present §211-O, which
specifies the relationship between the 20—year
needs study and the primary and secondary
highway programs established under §8—611 of
this subtitle, is deleted as redundant of the
similar statement in §8—611(a). Present Art. 89B, §§ 211H-8 through 211H-16
and §211R, which contain certain statutory
amendments to the 20-year needs study, are
deleted as obsolete. The study, as
periodically revised, has been updated and
amended to include the required provisions. 8-611. PRIMARY AND SECONDARY HIGHWAY PROGRAMS. (A)  PRIMARY HIGHWAY PROGRAM. THE ADMINISTRATION SHALL DEVELOP AND CABBY OUT A
PRIMARY HIGHWAY CONSTRUCTION AND RECONSTRUCTION PROGRAM.
THIS PROGRAM SHALL BE UPDATED ANNUALLY AND SUBMITTED IN
ITS BUDGET TO THE GENERAL ASSEMBLY, FOR THE REVIEW AMD
APPROVAL OF THE GENERAL ASSEMBLY. PROJECTS IN THE
PRIMARY HIGHWAY CONSTRUCTION AND RECONSTRUCTION PROGRAM
SHALL BE DERIVED FROM THE CURRENT 20-YEAR HIGHWAY MEEDS
STUDY. (B)    SECONDARY HIGHWAY PROGRAM. (1)         THE ADMINISTRATION SHALL DEVELOP AND
CARRY OUT A 5-YEAR SECONDARY HIGHWAY CONSTRUCTION AND
RECONSTRUCTION PROGRAM. PROJECTS IN THE 5-YEAR SECONDARY
HIGHWAY PROGRAM SHALL BE DERIVED FROM THE CURRENT 20-YEAR
HIGHWAY NEEDS STUDY. (2)      AS TO THE ESTABLISHMENT OF CONSTRUCTION
PRIORITIES AND THE INCLUSION OF HIGHWAY PROJECTS IN ANY
COUNTY, BEFORE EACH SUBMISSION OF THE 5-YEAR SECONDARY
HIGHWAY PROGRAM TO THE GENERAL ASSEMBLY, THE
ADMINISTRATION SHALL CONSULT WITH THE COUNTY AMD
MUNICIPAL GOVERNMENT OFFICIALS. (3)            EACH YEAR, THE ADMINISTRATION SHALL SUBMIT: (I) IN ITS BUDGET TO THE GENERAL ASSEMBLY,
FOR THE REVIEW AND APPROVAL OF THE GENERAL ASSEMBLY, THE
SECONDARY HIGHWAY PROGRAM FOR THE FOLLOWING FISCAL YEAR; AND
(II) FOR THE INFORMATION OF THE GENERAL
ASSEMBLY, THE SECONDARY HIGHWAY PROGRAM FOR THE REMAINING
4 YEARS OF THE PROGRAM.
