REVISOR'S NOTE: This section is new language derived
without substantive change from Art. 89B,
§34(a) and (c) and the fourth sentence of Art.
89B, §38A (a). In subsection (b)(1) of this section, the time
at which the ratio is determined is derived
from the last clause of the first sentence of
Art. 89B, §34(c). The balance of the first
sentence of present §34(c), which deals with
occurrences before July 1, 1948, is deleted as
obsolete. In subsection (b)(2) of this section, the date
at which the ratio is determined reflects
current administrative practice; the
introductory language of Art. 89B, §34(c-1) on
this matter is deleted as inaccurate. The
requirement that each owner have an address in
the county is derived from present subsections
(c-1) (1) and (2). The balance of present subsection (c-1)(1) is
deleted as unnecessary. It seeks to avoid
duplicate counting by providing that "dealer
licenses, temporary 30-day tags, duplicate
tags, and amateur radio tags" are not to be
counted in determining the number of
"registration licenses". However, as revised,
subsection (b)(2) of this section counts only
the number of "vehicles registered to owners",
thus avoiding this problem. 8-405. COMPUTATION OF AMOUNT OF HIGHWAY USER REVENUES —
FOR MUNICIPALITY. (A)   MUNICIPALITY MAY REQUEST SHARE. ANY MUNICIPALITY AUTHORIZED BY LAM TO CONSTRUCT OR
MAINTAIN STREETS OR ROADS MAY REQUEST ITS SHARE OF THE
HIGHWAY USER REVENUES PROVIDED UNDER THIS SUBTITLE FROM
THE ADMINISTRATION. THE REQUEST SHALL BE MADE IN WRITING
AT LEAST 6 MONTHS BEFORE THE START OF THE FISCAL YEAR IN
WHICH THE FUNDS ARE DESIRED. (B)   NET SHARE OF ALLOCATION. DURING THE FISCAL YEAR BEGINNING AFTER A REQUEST IS
MADE, THE ADMINISTRATION SHALL ALLOCATE TO THE
MUNICIPALITY, FROM THE GROSS SHARE OF HIGHWAY USER
REVENUES ALLOCATED UNDER §8-404 OF THIS SUBTITLE TO THE
COUNTY WITHIN WHICH THE MUNICIPALITY IS LOCATED, A ITS
NET SHARE OF HIGHWAY USER REVENUES, TO BE DETERMINED BY
ADDING: (1) THE PERCENTAGE OF AMOUNT THAT RESULTS
FROM APPLYING TO ONE-HALF OF THE AVAILABLE REVENUES THAT
