4016                                    EXECUTIVE ORDERS
WHEREAS, I, Marvin Mandel, Governor of Maryland, having
been advised and informed that heavy rainfalls
occurring on October 8 and 9, 1976, resulted in
severe flood damage in the State of Maryland; and WHEREAS, Acting on this knowledge, I declared on October
12, 1976, that a State of Emergency existed in
Frederick County; and WHEREAS, Said Emergency has been dealt with to the extent
that emergency conditions no longer exist; NOW, THEREFORE, Pursuant to the authority vested in me by
the Constitution and lavs of the State of Maryland,
including Article 16A of the Annotated Code of
Maryland, and the Maryland Disaster Assistance Plan
adopted by Executive Order of September 26, 1975, I
MARVIN MANDEL, GOVERNOR OF MARYLAND, HEREBY PROCLAIM
THAT THE STATE OF EMERGENCY IN FREDERICK COUNTY IS
TERMINATED.
PROCLAMATION OF NOVEMBER 23, 1976 CORRECTIONAL CAMP CENTER - JESSUP WHEREAS, The State is facing a critical problem of
overcrowding in its correctional system; and WHEREAS, The shortage of necessary facilities is most
severe with respect to medium security inmates; and WHEREAS, In order to help alleviate this situation, it is
desirable that the current Correctional Camp Center
operated by the Division of Correction at Jessup,
which now houses minimum security inmates, be
converted and made more secure to permit its
designation as a medium security facility; and WHEREAS, Upon completion of this conversion, other
facilities now under construction will be available
to house the minimum security inmates presently
housed at the Camp Center or who would otherwise be
assigned there in the future; and WHEREAS, The conversion of the Camp Center involves the
installation of grill work, towers, fencing, and
other security equipment, facilities, and devices,
and is estimated to cost approximately $2,000,000;
and WHEREAS, Because of the critical need to complete this
conversion as soon as possible, an application for
funding the Federal Economic Development
