realizing an increase in his salary during his current
term of office. Section 2 of this bill expressly provides
that it is not to be construed to extend or apply to the
salary of the current State's Attorney. Accordingly,
even if valid, this bill would not take effect before
January, 1979. That being the case, we recommend that
this defective piece of legislation be vetoed and
legislation with a constitutionally sufficient title be
introduced in the 19 78 Session.

AN ACT concerning
Rules and Regulations - Emergency Approval
FOR the purpose of permitting the Committee on
Administrative, Executive and legislative Review to
approve regulations on an emergency basis, subject
to certain conditions; and generally relating to
emergency approval of regulations by the Committee.

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill
1898.
This bill proposes to alter the method by which the
Committee on Administrative, Executive and Legislative
Review may approve an administrative rule or regulation
which is declared by the adopting agency to be necessary
as an emergency measure.
The lead sponsor of the bill informs me that its
purpose is to allow for the conditional approval of an
emergency measure, subject to later compliance by the
adopting agency with the statutory procedures for all
