Dear Mr. Speaker:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill
1129.
This bill authorizes the State to sell bonds in the
amount of $1,000,000 in order to provide grants to
certain public and other nonprofit nursing homes.
Senate Bill 324, which was enacted by the General
Assembly and signed by lieutenant Governor Blair Lee III
in his capacity as Acting Governor on May 26, 1977,
accomplishes the same purpose.
Therefore, it is unnecessary for me to sign House
Bill 1129.

Facilities
AN ACT concerning
Creation of a State Debt — Community Mental Health
Center Components and Addiction and Mental
Retardation Facilities
FOR the purpose of authorizing the creation of a State
Debt in the amount of $1,000,000, the proceeds to be
used for State grants to certain public and other
nonprofit Community Mental Health Center Components
and Addiction and Mental Retardation Facilities in
this State for the construction, acquisition, and/or
renovation and equipping of Community Mental Health
Center Components and Addiction and Mental
Retardation Facilities; and providing generally for
the issuance and evidencing of such loan.
