increasing, the burden on students and their parents is
onerous enough without removing from budgetary control
the imposition of new or increased fees. And the
concomitant lack of control over disbursements from these
reserve accounts is hardly consistent with the desire and
objective to maintain control over all State spending.
For these reasons, I have vetoed House Bill 148.

House Bill No. 149 - Rescue Squads - False Alarms
AN ACT concerning
False Alarms — Ambulances
FOR the purpose of prohibiting the making of a false call
for an ambulance or rescue squad and removing
obsolete language.
May 26, 1977
Honorable John Hanson Briscoe
Speaker of the House of Delegates
State House
Annapolis, Maryland 21404
Dear Mr. Speaker:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill
149.
This bill prohibits the making of a false call for
an ambulance or rescue squad by means of a telephone or
by any other means.
Senate Bill 82, which was enacted by the General
Assembly and signed by lieutenant Governor Blair Lee III
in his capacity as Acting Governor on April 29, 1977,
accomplishes the same purpose.
Therefore, it is unnecessary for me to sign House
Bill 149.
