AN ACT concerning
Howard County Board of Education -
litigation
FOR the purpose of requiring permitting the Howard County
Board of Education to pay all or part of the counsel
fees for the defense of any member of the Howard
County Board of Education who becomes involved in
litigation caused by his service on the Board of
Education.

Dear Mr. President:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill
1048.
This bill authorizes the Howard County Board of
Education to pay all or part of the counsel fees incurred
by a board member who becomes involved in litigation
generated by his actions as a member of the board.
Senate Bill 927, which was enacted by the General
Assembly and signed by Lieutenant Governor Blair Lee III,
in his capacity as Acting Governor, on May 26, 1977,
accomplishes the same purpose. Senate Bill 927
authorizes any county board of education to come to the
aid of a board member under those circumstances.
Since the purpose of Senate Bill 1048 is
accomplished by the enactment and signing of Senate Bill
927, it is unnecessary for me to sign Senate Bill 1048.
