(House Joint Resolution 122)
A House Joint Resolution concerning
Task Force on Collective Bargaining for
Public Employees
FOR the purpose of requesting the Speaker of the House of
Delegates and the President of the Senate to
continue the Task Force on Collective Bargaining for
Public Employees.
WHEREAS, Joint Resolution 68 of 1976 requested the
President of the Senate, the Speaker of the House of
Delegates and the Governor to appoint a Task Force to
consider whether collective bargaining rights should be
extended to additional public employees; and
WHEREAS, The Task Force was appointed and has worked
most diligently and earnestly since August of 1976; and
WHEREAS, The Task Force's review has encompassed the
status of approximately 300,000 Maryland State and local
employees employed by over 225 public employers, and the
relationships between these employees and employers is
complicated but delicate, particularly at the State
level; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
the Task Force on Collective Bargaining for Public
Employees pursue its investigation on the charge posed in
Joint Resolution 68 of 1976 and further review the
personnel laws and make appropriate recommendations
thereon to the Legislative Policy Committee; and be it
further
RESOLVED, That copies of this Resolution be sent to
the Honorable John Hanson Briscoe and the Honorable Steny
Hamilton Hoyer.
