A House Joint Resolution concerning
Alternatives to Intermediate Nursing Home Care
FOR the purpose of requesting the President of the Senate
and the Speaker of the House to initiate a study of
alternatives to intermediate nursing home care.
WHEREAS, More than 12,000 Marylanders, 90 percent of
whom are senior citizens, are in nursing homes; and
WHEREAS, The State of Maryland has in recent years
become more and more dependent upon the use of
institutional care allowing the advent of Medicaid and
Medicare; and
WHEREAS, Nursing homes should only serve the
temporary care needs for a period of convalescence or for
simple rehabilitation that does not require full hospital
services; and
WHEREAS, Nursing home services are expensive and
could possibly deplete the financial resources of the
elderly; and
WHEREAS, De—institutionalization and community
alternatives to institutional care are appropriate goals
in long term care today; now, therefore,
BE IT RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND,
That the President of the Senate and the Speaker of the
House are requested to initiate a study of alternatives
to intermediate nursing home care; and be it further
RESOLVED, That the President and Speaker are
requested to assign this study to a special committee,
composed of members of the Senate and House of Delegates
of Maryland; and be it further
RESOLVED, That copies of this Resolution be sent to
the President of the Senate and Speaker of the House.
