WHEREAS, There exists a need to protect public
employees; and
WHEREAS, There exists a need to find feasible
methods of assuring the continuation of existing rights
of injured parties and yet protect public employees
against losses and expenses incurred as the result of
lawsuits arising out of the performance of their official
duties; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
the Commission to Study the Liability of Public Employees
should be created.
1. The Commission should consist of the
following:
(a) Two Senators appointed by the President
of the Senate of Maryland.
(b) Two Delegates appointed by the Speaker
of the House of Delegates of Maryland.
(c) One representative of the State
Treasurer's Office, appointed by the State Treasurer.
(d) One representative of the State
Department of Personnel and one representative of the
State Department of Budget and Fiscal Planning, both
appointed by the Governor.
(e) Two representatives of government
employees labor organizations in the State, appointed by
those organizations. One representative from the Maryland
Classified Employees Association and one representative
from the American Federation of State, County and
Municipal Employees.
(f) One representative of the Governor's
office, appointed by the Governor.
(g) One representative of the Attorney
General's Office, appointed by the Attorney General.
(h) One representative of county government,
appointed by the Maryland Association of Counties.
(i) One representative of municipal
government, appointed by the Maryland Municipal League.
(j) One representative of Baltimore City,
appointed by the Mayor.
